Are you planning to upload libmoox-handlesvia-perl, or are you going to
remove the Recommends? If the former, I'd keep the package in NEW, so we
can accept it once the other package is in. If the latter, it's probably
best if I reject it now, so you can do a fixed upload with the same
version.
