Bug#727732: please remove useless build-dep on mail-transport-agent

version: 0.716-1

Hi,

libsoap-lite-perl has a build-depends on "nullmailer | mail-transport-agent",
but it seems to build fine without this, so this build-dep should be removed.
If it is actually used during the build, this seems wrong, as a package build
shouldn't be sending mail.
