libtest-pod-coverage-perl is a virtual package

Hi Perl maintainers

The package libtest-pod-coverage-perl is a virtual package and refers to
libpod-coverage-perl.

However, the latter package does not contain the Perl module
Test::Pod::Coverage.

Is it possible to put that module in libtest-pod-coverage-perl instead of
having this virtual package?

One of the Perl tests of package "Biber" uses this module, hence the
request.
