Of course you can upload the package.  Please go ahead.

I only wanted to check if I could build it too from your GIT repository.  I
understood from your earlier message that branch master1.7 was
moved/renamed to the master branch (without merging, but I understand now
that it is not best practice).  But obviously I used the wrong, default
branch.

So by all means, please upload the Biber package.
