It has indeed no code (yet). It "does" nothing in practice.

Yes. Currently it seems only to function as statement that some other
code adhere's to the specification in DefHash.pod. Think of it as a
declaration of some interface. http://semver.org/ seems to be give
some clue about the semantics.

I suspect it's at the bottom of some dependency chain in some other
modules so that there's a need of a package.

In case I didn't understand it completely, I hope that Joenio can
explain it better. :-)
