Well... it does provide information that someone actually cares about that
module in particular, whereas the queue has everything that's out of date
whether anyone cares about the new version or not.  So such bugs could, in
theory, help with prioritization.  Provided, of course, that the bug is
prompted by a desire for the new version as opposed to just noticing that
there was a newer version available.  (Frequently, newer versions have
only cosmetic changes and aren't necessarily worth packaging.)
