libcrypt-ssleay-perl_0.58-1+b2 on amd64 has

  Depends: libc6 (>= 2.2.5), libssl1.0.0 (>= 1.0.0),
           perl (>= 5.20.0-4), perlapi-5.20.0

so I suspect you are trying to install a different version. What does

  apt-cache policy libcrypt-ssleay-perl

say?
