I can do that easily enough.  The effect would be that my NMU would
contain everything in the master branch from your alioth repos
  ssh://git.debian.org/git/pkg-perl/packages/libfoo-perl.git
even changes which have not yet been uploaded.

Is that what you want ?

I can push my git changes to a branch on alioth if you prefer.

Do you prefer additions to debian/changelog in the same commit as the
substantive change, or separated out as a commit at the end ?
