Downloading from the Internet during build isn't acceptable.

Personally, I think what you should do is depend on the relevant
packages containing the chosen parts of the custom file (and package
any missing parts), register a dpkg trigger and generate a new JS file
whenever the chosen parts change. Either that or remove the JS from
the package.
