retitle 748996 libgd-securityimage-perl: should switch to use libgd-perl

Correct: libgd-gd2-perl should be removed when all its reverse 
dependencies has properly transitioned to instead use libgd-perl.

This (the severe failure) seems tied to the no longer correct linkage.  
Reassigning accordingly.
