Bug#750755: libmime-lite-perl: nullmailer and mail-transport-agent should be in suggests rather than recommends

I would think about this similar to database dependency for web
applications required it. It shouldn't depend on db server and should only
depend on database library. DB server can be chosen by a user or even
installed on another host.

I've had a look to the issue you mentioned. The author also argued for
suggests.
