inc/Module/* is a stripped down copy of Module::Install. It is
a (mis)feature of Module::Install to copy itself in the released
upstream sources when upstream prepares for release. Part of the
stripping is removal of all documentation, including copyright and
licensing notices.
The information in debian/copyright is taken from the unstripped
Module::Install sources[1].
