These files all read

files, copyright by Ken Williams.
but there's no mention of their license.
The top-level LICENSE and README files state
This software is copyright (c) 2010 by David Golden and Ricardo Signes.
This is free software; you can redistribute it and/or modify it under
the same terms as the Perl 5 programming language system itself.
which doesn't seem to apply to the files above due to the different
copyright holder information.
A quick search didn't turn up anything explicit about the license of
the documents, so I suppose we need to
- ask Ken Williams for an explicit license statement
- ask CPAN-Meta upstream to include that in the distribution
- include it in our debian/copyright file
Only filing at 'normal' as I expect this is just a documentation issue
rather than a real licensing problem.
