Are you sure it's a locale issue? I can't reproduce it here.

This is also https://rt.cpan.org/Public/Bug/Display.html?id=99463
and upstream says there:

  It might be a timing problem because the timeout is set to 0.1 seconds
  and the async code waits for 0.11 seconds which might be too close
  and trigger a race condition.

which sounds plausible.
