New upstream version 1.73 is available.

This update (and most updates to this package, since that is its 
singular purpose) refreshes the list of top-level domains currently 
available for registration and in the root servers.  These days, this is 
very much a moving target over the course of a release, and so should be 
treated in the same way as other volitile data like virus/spam signature 
updates, timezone updates, etc.

We should request migration of 1.73 to testing, or upload to jessie-updates.

We should probably also upload to wheezy-updates, the version in wheezy is
from 2011.  (Real world use-case: Just registered perl.business and my DNS
admin system running on wheezy does not recognize it.)
