Packaging of libtext-mediawikiformat-perl

Hi,

I am trying to package Text::Markup CPAN distribution, and I cannot find the
Text::MediawikiFormat dependency in debian repo:

Needs the following modules for which there are no debian packages available:
 - Text::MediawikiFormat

Then, I started to package this dependency, but when I try to init a repo using
dh-make-perl I received this message:

When this package (libtext-mediawikiformat-perl) will be available in debian 
repo? Or will not be?

P.S.: I am using the doc below to start a new package, am I right?
