Bug#788270: libmath-bigint-gmp-perl: FTBFS with perl 5.22 due to dependency on libmath-bigint-perl available

This package FTBFS with perl 5.22 in experimental:

The following packages have unmet dependencies:
 sbuild-build-depends-libmath-bigint-gmp-perl-dummy : Depends: libmath-bigint-perl (>= 1.9993)

 libmath-bigint-perl : Depends: perl but it is not going to be installed

The issue is that the separately packaged libmath-bigint-perl is
uninstallable due to the Breaks in the new perl package. As versioned
provides are not supported, this package should be updated to just
Build-Depend on perl (>= 5.20.0), which will provide a suitable version
of Math::BigInt. Note that this will break backporting, but until
versioned Provides are fully supported, this is unavoidable.

This bug will become RC nearer the time of the perl 5.22 transition to
unstable.
