Bug#788759: libio-socket-multicast6-perl: FTBFS without multicast interfaces

As noticed by the reproducible builds CI system [1], this package
fails to build on systems / namespaces with no (multicast enabled)
network interfaces.  This is easy to simulate by running 'unshare -n'
to get a new network namespace for the build.
