Bug#804941: sgmlspl: Please change dependency from sp to opensp

The libsgmls-perl package currently depends on the sp package.  The sp
package is obsolete and will be removed from Debian.  The alternative is
the opensp package.  Please change the dependency to that.

In addition, I noticed that the documentation for sgmlspl refers to the
programs sgmls and nsgmls.  All such references should be changed to
onsgmls which has replaced both of those.  It should work identically.

I looked at the package and while it has a dependency on sp, it doesn't
appear to actually use any of that package's files directly, it seems to
require it only because it uses the output of sgmls or nsgmls.
