This package warns on usage when dpkg-dev is installed but gcc isn't:

 % perl -e 'use PkgConfig'
 sh: 1: gcc: not found
 dpkg-architecture: warning: couldn't determine gcc system type, falling back to default (native compilation)

This is apparently the case in the ci.debian.net chroot, causing
test failures. See

Possibly the autopkgtest check for no warnings on usage (use.t) should
just be disabled.
