My feeling is that having many directories with few files in them
doesn't help clarity. How do you like

 debian/tests/pkg-perl/SKIP
 debian/tests/pkg-perl/smoke-skip
 debian/tests/pkg-perl/smoke-files
 debian/tests/pkg-perl/smoke-env
 debian/tests/pkg-perl/syntax-skip


I agree that the current naming is a bit muddled, but not really a
problem.
