This package fails its test suite on ci.debian.net.

Apparently an external server on the Internet has changed behaviour
breaking the test case. The test case is now fixed upstream in 0.12.

The package doesn't fail to build because the build system skips
the failing test. The skip should possibly be extended to cover
autopkgtest setups too.
