From the changelog for 0.49 (November 2008):
* Make --depends and similar options to add packages to dependencies instead
of replacing the detected dependecy lists.
Closes: #487850 -- allow adding, not overwriting dependencies with
--depends and friends
So this was a deliberate decision at that time after people were
bitten by having the dependencies overwritten.
The "--force-depends" mentioned in the old bug doesn't seem to have
materialized.
From here on I see two paths:
- the documentation is not really clear on if deps are added or if
they replace the found ones;
- something like --force-depends and friends could be added as new
options.
