Can you be a bit more specific about what the issue with ppport.h is?

ppport.h is a file that is commonly shipped with Perl modules that use XS,
see
https://codesearch.debian.net/perpackage-results/Pollution%20path%3Appport.h/2/page_0
for a list of Debian source packages which contain such a file.

The file is under the same copyright as Perl itself (see
https://sources.debian.net/src/libio-epoll-perl/0.03-2/debian/copyright/?hl=11#L11
for an example where the file has a specific entry), which I believe is
covered under libx11-xcb-perl’s debian/copyright file, since it contains a
“Files: *” clause.
