Bug#810713: liburi-namespacemap-perl should recommend librdf-ns-curated-perl

Dear Maintainer,

The upstream version of 0.28 recommends RDF::NS::Curated, and it would
be nice if the Debian package also did that, now that it is in
Debian. In fact, I think this what most users would want. Also,
upstream has no plans for a new release in a while, so it would be
nice to do that update on the current package.
