No, that's on purpose. Embperl can run without mod_perl (on the
commandline, as CGI and via FastCGI), but that's not used very often.
So "Recommends" is the correct relationship.

That's the actual bug.

I'll have a look at it. But I likely can't really fix it in Sid before
the FTBFS with Perl 5.22 (#806897) is fixed.
