Bug#832446: licensecheck: Missing versioned dependency on libstrictures-perl, libpath-tiny-perl

Dear Maintainer,

licensecheck cannot run in jessie as it requires newer versions of
libstrictures-perl and libpath-tiny-perl than are available in jessie. However,
it does not have any dependency that prevents it from being installed. This
means it cannot be used on a partially upgraded machine and would also prevent
further versions of devscripts being backported to jessie (at least, if people
want licensecheck to work!).

$ licensecheck
Major version specified as 2 - this is strictures version 1 at /usr/share/perl5/strictures.pm line 16.
BEGIN failed--compilation aborted at /usr/bin/licensecheck line 4.

.... upgrades libstructures-perl ...
$ licensecheck -r .
Can't locate object method "visit" via package "Path::Tiny" at /usr/share/perl5/App/Licensecheck.pm line 182.

.... upgrades libpath-tiny-perl ...
works fine.

libstrictures-perl and libpath-tiny-perl seem to be trivially backportable
so these three packages could go into jessie-backports along with the next
devscripts upload.
