The perlipq package exists exclusively to support the iptables ipq interface
for userspace packet filtering. This interface was dropped from the Linux
kernel in 3.5.

The Debian iptables package patched support for building libipq back in by
copying a kernel header (bug #707535), but this doesn't make it a useful
thing to have for jessie or later.
I recommend this package be dropped from the archive for stretch.
