Bug#823708: dh-make-perl: parse failure if d/control contains comments

Hello,

An alternative might be to make Debian::Control::read take a non-default
option to ignore comments.  That's the case that affects me:
dh_elpa_test uses Debian::Control to read a control file, but doesn't
write back to it.  What do you think about that option?
