I guess that's with pbuilder?

The failure happens with newer versions of Encode.  Looks like sbuild
(which I'm using) pulls the separate libencode-perl package in, while
a plain 'apt-get build-dep' doesn't.

This is also [rt.cpan.org #112231]. Leaving at 'serious' but I guess
it could be argued it's just 'important'.
