there is nothing (anymore) directly in biber that is a problem.
That's what update_excuses is telling you.

But when migration of biber is actually attempted looking at the effects 
on all packages on all architectures, it turns out that this would make 
it impossible to fulfill the dependencies of texlive-full in testing.
