For the record:
* I've just reproduced this issue on current sid/amd64.
* I have proposed a year ago [1] to remove this package.
* It was not shipped in Stretch due to this bug report.
* This package has one single reverse-dependency
(libical-parser-html-perl) that itself is a leaf package.

Since then upstream did not reply.
With all this in mind, I'm very much tempted to go ahead and request
the removal of this package + its reverse-dependency from sid, unless
someone is interested enough in this package to work on a fix (that
might be in DateTime-Event-Recurrence or elsewhere).
