This looks good to me, though some documentation would be nice.  AFAICS it
always loads a local cache now, and you can override the local data by
calling load_cache() manually?

debian/patches/fix-load_cache seems to be upstream in 1.260_01 BTW,
see https://github.com/briandfoy/net-mac-vendor/issues/11
