Currently the package doesn't FTBFS as the versioned provides in
perl are reverted but we'll have this issue again soon (hopefully),
and even without, the Build-Conflicts-Indep can lead to troubles when
a newer libtest-simple-perl is (to be) installed for other reasons.

So I went ahead, dropped the Build-Conflicts-Indep and added a patch
to conditionally skip t/15_oo_unix.t if Test::More >= 1.3.

Closing the original bug in the upload, but cloning the bug to keep a
record of the workaround and underlying problem.
