If libpdl-graphics-gnuplot-perl fails to build or to test/run, then
this is a bug in libpdl-graphics-gnuplot-perl, precisely that it
didn't declare the new requirement and wait for it to be available.
And it's not libpdl-graphics-gnuplot-perl suddenly breaking something
