Bug#876856: libconfig-model-perl: Bad warning if Testsuite is missing

Hi all,

when debian/tests/control exists, Lintian reports a warning if Testsuite
is set to "autopkgtest". When this header is removed, Lintian is OK but
cme reports:

  Warning in 'control source Testsuite' value <undef>: Undefined while
  packaging team supports test suite

Test shoud be modified to check header _or_ debian/tests/control
