No, I don't know any other tool than autopkgtest which can check if the
software packaged in a Debian package is functionally working.
autopkgtest works well and is widely supported, so I assume, there's no need
for additionaly tools with similar functionality.

There are though a few tools which can check if the software packaging has
issues, namely lintian (checks packaging;
https://lintian.debian.org/) and piuparts (checks installation,
installability, upgradability, removability by installing a package under
multiple environments; https://piuparts.debian.org/).
