Bug#903259: libdatetime-locale-perl: not built from source

Package: libdatetime-locale-perl
Version: 1:1.22-1

The code and documentation in this package is not built from source
in Debian. We're using upstream pregenerated files and not shipping
their sources.

It looks like tools/generate-modules needs Path-Tiny-Rule
from CPAN and lots of source data, see

 https://github.com/houseabsolute/DateTime-Locale/tree/master/.gitmodules

Also

 https://github.com/houseabsolute/DateTime-Locale/tree/master/source-data/glibc-locales

is presumably copied from the glibc sources.

There's a unicode-cldr-core package in Debian but the rest probably
need to be packaged?

I was able to regenerate almost everything in share/ and
lib/DateTime/Locale/ bit-by-bit using the above sources, so things are
not quite hopeless.

This should probably be serious but it's also very long-standing.
I'll punt on that for now.
