I fully agree and I should have probably stressed more that my suggestion
is not really a solution but simply should demonstrate an option what I
mean.  I fully agree that this was a weak option.

I fully agree.

Beeing in sync with lintian might be a good idea since if
libconfig-model-dpkg-perl would be ahead of lintian we would get some
lintian noise even if the control file is correct.

Most probably.

I'd use the following ranking:

   1. Stay in sync with lintian
   2. use AptPkg API

(and forget my suggestion).
