They are indeed the same issue, specific to newer versions of
JSON::PP. I've verified that it also happens with Perl 5.26 and
libjson-pp-perl 2.97001-1.

As with #901082, I still don't know why it doesn't show on CPAN testers.
Maybe JSON::XS masking it or something.
