Indeed. Alternatively, I believe locally rebuilding

libhtml-parser-perl
libnet-ssleay-perl
libbsd-resource-perl
libapache2-mod-perl2

against 5.28 should suffice.

The system is pretty well automated nowadays (thanks Dom!) and shouldn't
lag behind sid for more than half a day at most.
