Bug#899017: libprotocol-acme-perl: FTBFS with newer versions of ExtUtils::MakeMaker: cannot remove README.pod

This package fails to build with newer versions of ExtUtils::MakeMaker,
including those shipped in the Perl core with 5.27.11. This is because
EU::MM has changed its behaviour and is no longer installing README.pod
by default.
