I've installed sqitch in mixed stable + testing environment.  It seems
that the package dependencies are not correct as sqitch now requires
newer versions of Perl libraries than listed in now.

Thus, adding versioned dependency of liburi-db-perl, and maybe other
packages also would be correct fix here.
