Bug#919964: libdebian-source-perl: should support Build-{Depends, Conflicts}-Arch

Attempting to run dh ... --with-elpa on a package that splits out
Build-Depends-Arch fails:

     dh_elpa_test -i
  Invalid field given (Build_Depends_Arch) at /usr/share/perl5/Debian/Control.pm line 122.

I see that this module also lacks support for Build-Conflicts-Arch.
Could you please add support for both, along with any other valid
fields that slipped through the cracks?
