Sorry for not replying to your detailed plan, I didn't find the time
to think it through yet.

So, if this basically does the same as now (bump to latest dh level)
but just uses debhelper-compat instead of a d/compat file then yes, I
think this is no surprising behaviour change, and the result should
be what I like :)
