Hi,

many years ago, the Debian Perl group has, somewhat unwillingly,
inherited the role of upstream maintainer for this native package,
when its original author stopped taking care of it. We don't feel
we're in a good position to wear this hat and would rather not to.

Therefore, we decided at the pkg-perl BoF today at DebConf that we
don't want this package to be included in Bullseye, unless someone
else steps up and becomes its upstream maintainer.

dak tells me there's no reverse-dependency in the archive and it could
remove license-reconcile right away, but codesearch finds some
mentions of this tool in a few debian/changelog entries, so let's
first file this RC bug and let the autoremoval machinery remove the
package from testing, in the hope that someone using it takes over the
upstream maintenance job.
