"debhelper-compat (= N)" in debian/control is the replacement for
both
    debhelper (>= N) # in debian/control
and
    N # in debian/compat

Cf. debhelper(7) -> COMPATIBILITY LEVELS

Several ones actually :) One was dh-make-perl's post-buster branch,
the other was a newly created one (with this dh-make-perl branch),
but the package itself doesn't matter.
