Bug#951840: libwww-dict-leo-org-perl: Queris with umlaute do not work

Queries with ASCII characters do work, e.g.
leo haus

but with umlaute does not work:
helge at samd:~$ leo häuser
got HTTP error 400!
 at /usr/bin/leo line 250.

I tried various words with Umlaute, no one worked, while literally
hundres of queriew without do.

Try: Hülle, Hände, Hölle, ...
