This circular dependency exists since May 2011, i.e. since
liblwp-protocol-https-perl was split off from libwww-perl.

I don't remember any problems in the last 9 years, and I fail to
immediately see which problems this could cause.

Please note that there is no circular _build_ dependency (and even if
there were, all pure test dependencies are annotated with <!nocheck>
in both packages).
