I cannot see how this can be caused by any changes to _documented_ 
interface of licensecheck - e.g. a change to collation would need to be 
handled internally in the testsuite, since licensecheck does not promise 
any specific order.

I am raising severity, since this is blocking licensecheck from entering 
testing.
